Job Overview

We are seeking an experienced Senior Data Analyst to join our team, playing a pivotal role in supporting program administration, executive steering committees, and stakeholders. This position offers a unique hybrid work model, combining the flexibility of remote work with regular collaboration in our office. As a Senior Data Analyst, you will be responsible for overseeing the lifecycle of data, from intake and storage to processing and transmission, ensuring the highest standards of quality, integrity, and reliability.

Key Responsibilities

  • Operational Oversight: Define and implement policies and procedures for the day-to-day operational and administrative management of systems and data, including data intake, storage, processing, and transmission.
  • Data Quality: Establish data-quality metrics and requirements, collaborate with cross-functional teams to detect and correct data-quality issues, and contribute expertise to understand root causes and implement corrective measures.
  • Privacy, Security, and Risk Management: Develop guidelines and protocols to protect data, ensure compliance with institutional policies and regulations, and strike a balance between transparency and privacy.
  • Policies and Procedures: Define policies and procedures for access to data, evaluate suspected or actual breaches or vulnerabilities, and report findings to management or information security personnel.
  • Collaboration and Communication: Work closely with IT, Privacy, and PMO to establish controls, present findings and recommendations to leadership and stakeholders, and facilitate the creation of data standards based on business rules and data access security requirements.

Essential Qualifications

To be successful in this role, you will need to possess a strong foundation in data analysis, a keen understanding of data management principles, and excellent analytical and problem-solving skills. The following qualifications are essential:

  • Bachelor's degree in Information Technology or a related field, or equivalent experience.
  • 11+ years of experience in planning, coordinating, and monitoring project activities, with a proven track record of leading projects and ensuring compliance with established standards and procedures.
  • Experience with business workflow processes, ETL tools, and data analysis software, including Curam software (V6 or higher) and Tableau.
  • Strong experience in healthcare data, with a proven ability to deliver business intelligence solutions and work with large data sets and multiple interfaces.
  • Excellent written and oral communication skills, with the ability to explain complex data concepts and findings to both technical and non-technical stakeholders.

Preferred Qualifications

While not essential, the following qualifications are highly desirable:

  • Knowledge of statistics and research methodology, with experience in data-driven insights and strategic decision-making.
  • Familiarity with public policy issues related to human services data requirements, with a strong understanding of data governance and data architecture principles.
  • Experience working with multiple agency stakeholders, with a proven ability to analyze complex, abstract issues in a logical and structured way.
  • Proficiency in Microsoft Visio, with the ability to develop flow diagrams and process diagrams, as well as knowledge of the full MS Office Suite.
  • Hands-on experience with Systems/Software Development Life Cycle (SDLC), with a strong understanding of data structure, information systems, and related software and data management.
