Location : This is a hybrid (virtual/onsite) position with required onsite days on Monday, Tuesday and Thursday and may be assigned to any Consumers Energy Service Center located throughout Michigan's lower Peninsula. The selected candidate must be within a commutable distance or willing to relocate (relocation package is available for those that qualify). General Summary of Job Responsibilities The Senior Regulatory Consultant provides strategic support and ownership of the Regulatory processes for Customer Experience and Operations including Energy Waste Reduction filings, Demand Response Filings, Voluntary Green Pricing filings, Renewable Natural Gas Filings, general Rate Case filings, stakeholder engagements, and Regulatory landscape analysis to ensure maximum recovery and Regulatory support in the achievement of our Retail Strategy objectives. Provide oversight for the development and implementation of all MPSC regulatory filings associated with the implementation of the Retail Roadmap for the Customer Experience Organization in support of the Company's strategic destination; includes: strategy development, developing and sponsoring testimony, exhibits, and discovery in MPSC proceedings, represent the Customer organization and Company in internal and external work groups; and providing expert analyses and benchmarking of regulatory policies to inform senior management of potential risks and opportunities.

Responsibilities

  • Manage regulatory filings with internal and external business partners
  • Analyze the strategic, operating and financial impacts of business proposals and/or external regulatory / legislative proposals
  • Drive regulatory initiatives by developing and sponsoring testimony in Michigan Public Service Commission proceedings, and work with internal and external partners to ensure operational consistency with the positions advocated and approved in the proceedings
  • Provide monthly and annual regulatory reporting with internal and external business partners
  • Research regulatory frameworks to inform management of potential risks and opportunities
  • Create stakeholder analyses and engagement strategy with key stakeholders and intervenors to ensure maximum recovery
  • Other duties as assigned or may be necessary

Requirements

  • Ability to work across multiple aspects of the electric utility industry
  • Advanced MS Office skills
  • Broad understanding of the principles of rate-making at retail and wholesale levels
  • Knowledge of the regulatory process, testimonial requirements and procedures for state commissions and FERC
  • Ability to think systemically and complete multiple tasks simultaneously with a significant attention to detail
  • Ability to create and deliver presentations with significant verbal and written communication skills
  • Bachelor's Degree in Political Science, Accounting, Finance, Economics, Engineering or similar and 4 - 7 years of Experience in a regulatory role [OR] Associate's Degree in Political Science, Accounting, Finance, Economics, Engineering or similar and 6 - 9 years of Experience in a regulatory role [OR] High School Diploma and 8 - 11 years of experience in a regulatory role
