Client's official job title: Systems Analyst 4 - Constituent Portal This role supports a digital services initiative focused on improving customer-facing government systems and online services. The position works closely with product teams, technical stakeholders, and program leadership to analyze existing systems, document integration requirements, and support the coordination of application interoperability efforts across the enterprise environment. The role is primarily focused on business and systems analysis, including requirements gathering, system impact analysis, documentation, and testing support. The individual will help ensure integration initiatives are clearly defined, well-documented, and aligned with enterprise technology standards.

Key Responsibilities

  • Enterprise Integration & System Interoperability
  • Analyze existing systems, applications, and business processes to identify integration requirements and potential impacts across platforms.
  • Gather and document functional and non-functional requirements related to system integrations and data exchange.
  • Assist in defining APIs or data interchange formats that support communication between internal systems and external partners.
  • Support the development of integration plans by documenting system interactions, dependencies, and expected data flows.
  • Work with technical teams and stakeholders to clarify integration requirements and ensure alignment with enterprise technology standards.
  • Identity-Aware Integrations (IAM)
  • Collaborate with Identity and Access Management (IAM) stakeholders to ensure integration requirements align with enterprise authentication and identity standards.
  • Document requirements related to authentication flows, identity federation, and user provisioning where integrations rely on protocols such as OIDC or SCIM.
  • Ensure identity considerations are incorporated into system integration documentation and requirements.
  • Integration Support & Testing
  • Support integration-related testing activities, including User Acceptance Testing (UAT).
  • Assist in validating that integrations meet documented requirements and expected system behavior.
  • Help identify and document issues affecting system communication or data exchange during testing phases.
  • Technical Documentation & Cross-Functional Collaboration
  • Develop and maintain documentation describing integration workflows, system interactions, and requirements.
  • Work with architects, developers, and product stakeholders to clarify requirements and address questions during implementation.
  • Support ongoing updates to documentation related to integration processes and system dependencies.

Required Qualifications

  • 5+ years of experience in systems analysis, technical business analysis, or application integration roles
  • Experience documenting functional and non-functional requirements for application or system integrations
  • Experience assessing existing systems, architecture, and business processes to determine integration impacts
  • Experience defining APIs or data interchange formats used for system-to-system communication (e.g., REST, JSON, XML)
  • Understanding of identity and access management (IAM) concepts such as authentication, identity lifecycle, user provisioning, and access control
  • Strong analytical, problem-solving, and debugging skills related to system integrations
  • Experience creating technical documentation, requirements specifications, and integration workflows
  • Excellent communication and stakeholder collaboration skills

Preferred Qualifications

  • Experience working with identity platforms such as Okta
  • Experience with identity standards such as OIDC (OpenID Connect) or SCIM
  • Familiarity with cybersecurity frameworks such as NIST SP 800-53 or the NIST Cybersecurity Framework
  • Experience working in regulated or large enterprise environments
