How to apply

Interested candidates are invited to submit:

  1. A narrative proposal that includes:
    1. The consultant’s understanding of the assignment;
    2. Proposed method(s) of delivering the assignment;
    3. Any feedback to Oxfam about the ToR (we welcome critique and suggestions for a more effective and realistic ToR) – except the time limit (we have an obligation to complete the assignment by June 2026).
    4. Proof of capacity to deliver (team composition, role of different team members and level of engagement/days, CVs and letters from team members confirming their consent to work with the lead consultant/institution);
    5. Links to relevant websites that they have designed in the past;
    6. Contacts of previous clients (relevant to the assignment) for reference.
  2. A financial proposal (in a separate file) covering a budget that clearly identifies:
    1. Allocation of resources for necessary human resources,
    2. Domain registration and hosting of the website, longer-term maintenance and troubleshooting services (including clear time frame/ expiry date of services).
    3. Design and aesthetics and purchase of intellectual property rights (if relevant)
    4. Any other associated cost to deliver the assignment
    5. Tax applicable in Cambodia (14% of the overall budget and to be deducted at source) and
    6. Rates to be inclusive of any other taxes and deductibles in the consultant’s country of tax residence or organisational registration.

Assignment location

Remote. Available to consult in working hours (9:00 to 17:00 hours) in South & South East Asia (GMT 5:30 to GMT 7:00)

PURPOSE OF THIS CONSULTANCY

The purpose of this assignment is to develop a website to:

  1. Serve as a repository for one of Oxfam’s Flagship Water Governance Programmes – TROSA’s learnings, impacts, knowledge products, and stories for long-term public access.
  2. Promote awareness and education on inclusive water governance among youth, women, community leaders, policymakers, civil society organisations, businesses, researchers, and academics.   
  3. Promote regional cooperation and cross-border dialogue for inclusive and just water governance.
  4. Showcase community voices, local innovations, and youth and women’s leadership in water governance.
  5. Encourage and nurture partnerships for inclusive water governance.

BACKGROUND AND CONTEXT

Transboundary Rivers of South Asia (TROSA), implemented since 2017, has catalysed important progress in inclusive water governance, climate resilience, and regional cooperation across the Ganges-Brahmaputra-Meghna (GBM) basins. A key strength of TROSA lies in its extensive network of 18 regional and national partners, enabling deep engagement across diverse geographies and communities in South Asia. This wide geographic coverage, combined with strong partnerships and community-driven knowledge, has generated valuable insights, stories, and evidence for civil society, practitioners, researchers, policy actors, and future regional initiatives.

As the programme approaches the end of its second, and possibly final, phase, a dedicated website is being envisioned as a digital space to:

  • Preserve TROSA’s learning and impact and leave a legacy for future use and reference
  • Celebrate its multi-country, partnership-focused model and demonstrate TROSA’s regional programme
  • Inspire continued collaboration and serve as a knowledge hub on water governance across South Asia.
