Environmental Planning and Permitting Project Manager
About the position Stillwater Sciences seeks a highly motivated mid-to-senior Project Manager to serve as an experienced environmental permit planning, compliance, and restoration leader for projects largely based in the Sacramento/Delta region. The ideal candidate will be familiar with the regulatory context of Delta restoration and levee rehabilitation work as well as the evolving landscape of environmental regulations. This is a hybrid position based out of our Sacramento or Berkeley office with occasional overnight travel to field sites throughout the Delta. This is a full-time, 40 hours per week, exempt position.
Responsibilities
- Serve as Project Manager for multiple environmental planning and permitting projects.
- Manage levee repair, rehabilitation, and multi-benefit restoration projects (e.g., flooding islands to create large areas of tidally influenced fish habitat, often large-scale and relatively complex).
- Lead regulatory permit acquisition, including procurement of 401 Water Quality Certifications/WDRs, 404 USACE permits, and CDFW Lake and Streambed Alteration Agreements, as well as overseeing CEQA, NEPA, and ESA compliance, including other potential Cutting the Green Tape environmental permitting pathways.
- Provide environmental compliance and monitoring support in partnerships with the client, stakeholders, and agencies.
- Represent Stillwater in project team meetings and public forums on technical and resource management issues.
- Instruct and oversee staff to complete high-quality field efforts and analyses and provide mentorship and guidance on preparation of regulatory documents.
- Provide final technical/editorial review of deliverables.
- Prepare scopes of work and budgets for new opportunities.
Requirements
- Demonstrated excellence with writing and verbal communications.
- Experience preparing complex regulatory compliance documents and developing permitting strategies for local, state, and federal permits.
- Proven ability to work well with collaborative project teams, regulatory agencies, and diverse stakeholders.
- BS, MS, or PhD in Environmental Policy, Fisheries Biology, Aquatic Ecology, Terrestrial Ecology, or related field, with 8+ years of experience in the environmental field.
- Willingness to periodically travel and work long hours in the field or office to meet project needs.
- Be able to travel efficiently between office locations and possess a valid driver’s license.
- Possess Valid work authorization to work in the United States.
Nice-to-haves
- Familiarity with the regulatory context of Delta restoration and levee rehabilitation work.
- Familiarity with the evolving landscape of environmental regulations (e.g., new candidate/listed species, compensatory mitigation requirements, etc.).
