About the position The Executive Director of Legislative and Regulatory Policy at the Blue Cross Blue Shield Association (BCBSA) is a senior leadership role focused on advancing the organization's legislative and regulatory policy solutions, particularly in the areas of Medicare, Medicaid, Duals, and the Children's Health Insurance Program (CHIP). This position is pivotal in shaping the market positioning of BCBSA and has a direct impact on the health coverage of tens of millions of Americans. The Executive Director will serve as a critical policy voice on pressing issues, advocating for government programs with lawmakers, regulators, BCBS companies, coalitions, industry partners, and the media. This role requires a strategic mindset to lead the development of consensus positions among member plans and to create a wide range of advocacy materials that effectively communicate BCBSA's policy objectives. In this capacity, the Executive Director will set the strategic direction for policy and positioning on key issues such as Medicaid redeterminations, Medicaid managed care, Medicare Advantage rate notices, and CMMI demonstrations. The role involves engaging with decision-makers in Congress and the Administration to promote effective solutions that align private-sector initiatives with public programs. The Executive Director will also be responsible for developing policy positions that reflect the consensus among BCBS companies on federal legislation and regulations, ensuring that all advocacy efforts are coordinated across various teams, including lobbying, communications, research, marketing, legal, and business. Additionally, the Executive Director will lead the creation and management of impactful materials and resources that showcase BCBSA's commitment to public programs and advance its policy objectives. This includes overseeing large-scale research, actuarial modeling, cost estimates, case studies, and legislative summaries. The role also entails being a leading voice with Administration officials to advocate for improvements in federal rules and regulations affecting Medicare, Medicaid, Duals, and CHIP. The Executive Director will work closely with the lobbying team to support congressional education and engagement, as well as with state officials focused on Medicaid solutions. As a senior communicator, the Executive Director will serve as a key contact for BCBS companies nationwide, fostering strategic alignment and educating stakeholders on complex policy issues. Maintaining a strong professional network is essential for this role, as it involves building relationships with industry partners, influential third-party stakeholders, and regulatory representatives from other health sector associations. The Executive Director will play a leadership role in advancing policies that benefit the organization and the populations it serves. Responsibilities • Set strategy for legislative and regulatory policy on Medicare, Medicaid, Duals, and CHIP. , • Develop consensus positions among BCBS companies on federal legislation and regulations. , • Lead the development and management of impactful materials and resources for public programs. , • Advocate with Administration officials to improve federal rules and regulations affecting Medicare, Medicaid, Duals, and CHIP. , • Engage with BCBS companies to build strategic alignment and educate on complex policy issues. , • Maintain a strong professional network to advance policies and strengthen relationships with industry partners. Requirements • Bachelor's Degree in Political Science, Public Health, Public Administration or related field (required). , • Master's Degree in public policy, health policy or related field (preferred). , • 8-10 years of experience working with federal legislation, regulation, and government programs. , • 3-5 years of experience in staff management and development. , • Extensive experience with government programs (Medicare and/or Medicaid/CHIP) and healthcare insurance issues. , • Experience developing consensus positions and advocacy strategies. , • Experience leading cross-functional teams on policy development and research projects. Nice-to-haves • Experience working with a health plan is strongly preferred.
